Flood Mitigation Assistance (FMA) Swift Current Program

Section 1366 of the National Flood Insurance Act of 1968, as amended, 42 U.S.C. § 4104(c) authorizes the Flood Mitigation Assistance (FMA) grant program to provide funds to reduce or eliminate the risk of repetitive flood damage to buildings insured under the National Flood Insurance Program (NFIP). Swift Current aims to better align the delivery of FMA mitigation funding to the disaster survivor experience.

Based on the criteria outlined in the FY 2023 FMA Swift Current Notice of Funding Opportunity (NOFO), the agency has determined that the State of West Virginia is eligible for Swift Current activation with an allocation of $10,000,000.

The eligibility period for this Swift Current activation will open on February 29, 2024, pending FEMA's receipt of acceptance from the applicant's AOR. This is the earliest date that applications may begin being submitted through the MT eGrants system.

The deadline for applications and subapplications to be submitted under this Swift Current
activation is Friday, May 3, 2024. No extensions will be granted to this deadline.

NATIONAL FLOOD INSURANCE PROGRAM. (NO EXCEPTIONS)

Requirement to Maintain a National Flood Insurance Program Policy

You must have a National Flood Insurance Program policy and maintain it throughout the life of the structure, regardless of the flood zone your home is located within on a flood insurance map. Your local or tribal government official can discuss all of the requirements with you.

Eligible Projects

Swift Current funds Individual Flood Mitigation Projects for Flood Mitigation Assistance and/or NFIP-defined Repetitive Loss (RL), Severe Repetitive Loss (SRL), or properties deemed Substantially Damaged after the applicant's disaster declaration date.​

Eligible Individual Flood Mitigation Projects include the following project types which may be referenced in the Hazard Mitigation Assistance Program and Policy Guide:

  • Property acquisition and structure demolition/relocation
  • Structure elevations
  • Dry floodproofing of historic residential structures or non-residential structures
  • Non-structural retrofitting of existing structures and facilities
  • Mitigation reconstruction
  • Structural retrofitting of existing structures

Applying for Swift Current 

National Flood Insurance Program policyholders interested in Swift Current should contact their local government for the application deadline, which depends on the date of a flood-related disaster declaration. 

Local governments can prepare a subapplication to submit to state, territory or tribal governments who will submit an application to WVEMD. ​
